Deputy Superintendent Warren Williams heads the Communications department in the Communication Forensics and Cybercrime Division at the Counter Terrorism and Organised Crime Investigation Branch of the Jamaica Constabulary Force.
He is a trained Radio Frequency Propagation Specialist and Manager of Terrorism Investigations and also cyber security.
Mr. Williams holds various international certification in digital forensics and has over 20 years of experience in Telecommunications Management and Engineering. He is classified by the Jamaican Post and Telegraph as a class “A” Radio Engineer. Mr. Williams has attended several digital and cyber conferences and workshops as a trainer and presenter in the Caribbean, North, Central and South America, as also Europe.
He is a part time Lecturer on digital forensics and cybercrimes at the National Police College of Jamaica and Caribbean Maritime University. Mr. Williams has done studies in Telecommunications Engineering and Management in the USA at the undergrad level. He also pursued studies at the Masters level in Telecommunications Policy and Technology Management at the Mona ICT and Policy Center, UWI.
Mr. Williams is a Minister of Religion and Marriage Officer. He is the founder of “Gods Outreach and Deliverance Ministry”-www. godsm2014.com.
His leadership roles and responsibilities include Senior Operations Analyst, Quality Control Supervisor, Senior Strategic Analyst, Intelligence Liaison Officer, Lead Exercise Planner, and Research Officer.
Ollivierre’s achievements include CariSECURE Project; Board Member, CARICOM Crime and Security Strategy Review Steering Committee; Member, CARICOM Major Events Support; Exercise Planner, Liaison and Intelligence Officer, and Researcher on vital CARICOM Strategies and Policies; Regional Crime and Security Strategy, Counter-Terrorism Strategy, CARICOM CIP Security Vetting Manual, and CARICOM Law Enforcement Vetting Policy.
He is the recipient of several academic awards including an Organization of American States (OAS) scholarship to the University for International Cooperation (UCI), Mexico; graduating with a Master’s in Project Management (Hons.), and a Franciscan Scholarship from St. Francis College, New York; attaining a Bachelor of Science in Management and International Business (Hons.).
