Mr. Niel Harper is the Chief Information Security Officer at the United Nations Office for Project Services (UNOPS), where he is responsible for implementing a comprehensive enterprise information security, privacy and IT risk management program across the Organization’s global operating footprint in 90+ countries. Has held senior leadership and advisory roles with AT&T, Bemol, CARICOM Secretariat, CIBC, European Union, First Global Bank, Internet Society, and the World Economic Forum, among others. Fellow in Cybersecurity & Leadership (CIFAL Miami), Fellow of the British Computer Society, Fellow to the OECD Technology Foresight Forum and a Fellow of the Royal Society of Arts.

Mr. Harper holds a LLM in Internet Law & Policy (University of Strathclyde), MBA (University of Leicester), and several industry certifications in privacy, IT auditing, cybersecurity and business continuity management.
