Biography - Steven Barrett​

Mr. Barrett was appointed as the Director of Prisons on 12 February 2018 and is accountable to the Cayman Islands Government for effective and efficient operation and financial management of the Prison Service, and for the delivery of key corporate objectives. He is currently leading a major capital project to construct new prison estates in the Cayman Islands.

Previously, Director Barrett held the office of the Superintendent of Prisons for the Turks and Caicos Islands for 2 years.

Mr. Barrett served for over 30 years with the Scottish Prison Service, where he held a number of key accountabilities including, heading up the national training operations team with responsibility for the development and delivery of training to over 4,000 prison staff. Director Barrett was also accountable for the strategic development and operational oversight of programmes, interventions and partnerships focusing on transformation of life and reduction of re-offending. He has also held positions that included oversight of the Intelligence Management Unit; strategic responsibility for national recruitment; Operational Advisor on development of HR Policy; and, for the operational oversight of the first Employability Partnership Contract in Scotland, work that won the 2014 Scottish Government Procurement Award for Innovation.

Holding a 1st Class Honours Degree in Crime and Criminology from the University of Portsmouth, Mr. Barrett is a keen advocate of penal reform and is committed to the development and professionalizing of prison practitioners.
