CARICOM IMPACS and EMPACT host training course on Albanian OCG

The Caribbean Community (CARICOM) Implementation Agency for Crime and Security (IMPACS) in collaboration with the European Multidisciplinary Platform Against Criminal Threats (EMPACT), will host a virtual training course on “Albanian Organised Crime in Latin America and the Caribbean” on 9 May 2025.
The EMPACT is a European Union (EU) initiative that includes an Operational Action Plan (OAP) with a focus on disrupting high-risk criminal networks (HRCN), including Albanian organised crime groups (OCG), through various operational actions and strategic goals.
The course will raise awareness of the structure, operations and emerging threats posed by Albanian organised crime networks operating in Latin America and the Caribbean and the work of EMPACT. Participants will explore the transnational nature of these criminal networks, their key illicit activities, including drug and human trafficking, money laundering, the latest intelligence, investigative techniques and collaborative mechanisms used to dismantle their operations.
The course, which will be conducted via the Caribbean Basin Security Initiative (CBSI)-Connect Learning Management System (LMS), is designed for military and law enforcement officials responsible for conducting investigations or gathering intelligence.
Upon completion of this course, participants will be able to:
- Understand what EMPACT is and explain the opportunities of the partnership between CARICOM IMPACS and EMPACT;
- Distinguish the features of Albanian OCGs operating abroad; and
- Outline methods of cooperation between law enforcement agencies (LEAs) and the judiciary in Albania aimed at tackling their OCG.
