Ms. Chadine Allen

Ms. Chadine Allen previously served as Senior Policy Director for International Security Relations in the Ministry of National Security, Jamaica where she had overall responsibility to manage and augment relationships with regional and international stakeholders that are of national security importance to Jamaica and the region.
Ms. Allen, an Immigration Officer by training, has extensive experience in immigration, international affairs and border security best practices developed through significant experience gained in various policy and operational positions for over two decades, 15 years of which have been at the management level.
As the Policy Manager for Border Security Affairs in the Ministry of National Security, she coordinated the development of a National Visa Policy for Jamaica, was technical lead for proposals to amend and modernise the immigration statutes.
A Chevening and Fulbright Scholar, Ms. Allen holds an MSc in Migration, Mobility and Development, from the University of London; an MA in International Relations, from the Syracuse University and a BSc in Political Science and Management Studies.
Experienced in the areas of policy development, gender, and community development and monitoring and evaluation, Ms. Allen brings energy, charisma and dynamic leadership to the role of Chief Operations Officer at the Joint Regional Communications Centre (JRCC).
