Mr. Rufus Ferdinand commenced his law enforcement career in 1993 with the Royal St. Lucia Police Force (RSLPF), where he served across various departments, demonstrating commitment and passion for advancing the field of law enforcement.

In 2007, he was seconded to the Joint Regional Communications Centre (JRCC) and was instrumental in establishing several anti-crime and security initiatives in support of CARICOM’s crime and security agenda.

In 2010, Mr. Ferdinand was appointed Deputy Director of the JRCC. In this role, he provided operational and administrative support to the Chief of Operations and spearheaded several initiatives that bolstered the Centre’s efficiency and effectiveness. His contributions included the formulation of several operational policies, instruments, and the drafting of several model legislation, including the CARICOM Advance Passenger Information (API) Legislation (2015), the CARICOM Advance Cargo Information (ACI) Legislation (2018), the CARICOM Return of Sharing of Recovered Asset Legislation (2023) and the CARICOM Advance Passenger Information and Passenger Named Record (API/PNR) model Legislation (2024).

In January 2024, Mr. Ferdinand was appointed Chief Legal and Compliance Officer at CARICOM IMPACS, a role that involves overseeing all legal and compliance activities within the Agency. This responsibility includes ensuring adherence to regulatory standards, ethical principles, and international best practices. Mr. Ferdinand's appointment underscored CARICOM IMPACS's dedication to maintaining the highest standards of integrity, compliance, and quality assurance throughout its operations.

Mr. Ferdinand holds a BA in Business Administration and Management from the University of Lincolnshire and Humberside, a Bachelor of Laws (LLB) Degree from the University of Huddersfield, a Master of Laws (LL.M) Degree from the University of the West Indies (UWI), Cave Hill Campus and a Diploma in Legislative Drafting.
