Chief Analyst - Intelligence, RIFC

Chesley V. Ollivierre assumed duties as Chief Analyst of Intelligence, CARICOM Regional Intelligence Fusion Centre (RIFC) on 01 January 2016. Prior to his long-term assignment to the RIFC in 2012, he was appointed as a Research Officer in 2008 to the CARICOM Implementation Agency for Crime and Security (IMPACS) Secretariat; with various engagements at the RIFC.

His leadership roles and responsibilities include Senior Operations Analyst, Quality Control Supervisor, Senior Strategic Analyst, Intelligence Liaison Officer, Lead Exercise Planner, and Research Officer.

Ollivierre’s achievements include CariSECURE Project; Board Member, CARICOM Crime and Security Strategy Review Steering Committee; Member, CARICOM Major Events Support; Exercise Planner, Liaison and Intelligence Officer, and Researcher on vital CARICOM Strategies and Policies; Regional Crime and Security Strategy, Counter-Terrorism Strategy, CARICOM CIP Security Vetting Manual, and CARICOM Law Enforcement Vetting Policy.

He is the recipient of several academic awards including an Organization of American States (OAS) scholarship to the University for International Cooperation (UCI), Mexico; graduating with a Master’s in Project Management (Hons.), and a Franciscan Scholarship from St. Francis College, New York; attaining a Bachelor of Science in Management and International Business (Hons.).
