Mr. Callixtus Joseph

Assistant Director - Policy, Strategy and Innovation (Ag.), IMPACS

Mr. Callixtus Joseph is the Assistant Director of Policy, Strategy and Innovation (Ag.) at CARICOM IMPACS. He manages the Agency's policy, strategy, innovation and research portfolios. Previously, he lectured on International Security at the University of the West Indies (UWI), St. Augustine Campus, from 2008 - 2010 and was an expert facilitator for the German Federal Office for Economic Affairs and Export Control from 2015 - 2019. Mr. Joseph also served as an advisor and member of the CARICOM Diplomatic Team during the UN Arms Trade Treaty Negotiations from 2010 - 2013.

Over the past decade, Mr. Joseph has authored three of CARICOM's transformational and influential security strategies, namely the Caribbean Maritime Security Strategy (2023); the CARICOM Counter-Terrorism Strategy (2018) and the CARICOM Crime and Security Strategy (2013).

He has extensive experience building partnerships and forging relationships with various international and regional development agencies. Mr. Joseph has also participated in several global processes to create various legal and political instruments for international peace and security. In 2023, he led the negotiation process to develop the CARICOM Declaration on Autonomous Weapons Systems.

Holding a BSc in Government and an MSc in National Security and Strategic Studies from the UWI, his expertise spans various security dimensions. He is keenly interested in the impact and implication of leadership on sustainable development and peace and security.
