Dr. Andre T. Clarke has accumulated over 24 years’ experience working within enforcement and the broader criminal justice sector. He has been employed in various roles within the United Kingdom (UK) Royal Marine Commandos, London Probation Service and the London Metropolitan Police Service. The collective experience of the aforementioned roles has consequently equipped him with a comprehensive range of skills and applied knowledge within strategic management, intelligence, covert operations and criminal investigations.

He has led military teams during hostile operations in both Iraq and Afghanistan; and has also worked with multiple military establishments during peace-time operations. He has successfully managed strategic projects for the Metropolitan Police Service at an organisational level, including change management and budget control. Dr. Clarke was also a national asset as an Undercover Operative and managed both national and cross-border covert operations to mitigate the impact of narcotics and firearms importation.

As an academic, Dr. Clarke has been involved in the delivery of various Criminology and Policing programs across several UK universities. He has also been instrumental in the strategic development of the Police Education Qualifications Framework, a novel initiative which is now the catalyst for UK police training and qualifications. Most recently, he was appointed Director of Equality, Diversity and Inclusion, to manage a six-organisation consortium, and provide guidance on quality assurance, decolonization and best practice within UK policing. As the Chief of Operations at the Regional Intelligence Fusion Centre (RIFC), Dr. Clarke is committed to playing his role as part of the broader CARICOM IMPACS team to ensure the security of the region.

His academic background includes a BA in Operations Management from the University of Greenwich, a Post Graduate Certificate in Higher Education from Middlesex University and an MSc in Project Management from the University of Greenwich, all in the UK. Andre also successfully read for a PhD in Police Management at the Royal Holloway, University of London, and is a Fellow of the Higher Education Academy.
