Captain Neville E Wint was appointed Operations Manager of the Joint Regional Communications Centre (JRCC) in September of 2019, with responsibility for the daily administrative and operational functions of the Advance Passenger Information (API) and Advance Customs Information (ACI) Systems.

A national of the Republic of Trinidad and Tobago, he holds a master’s degree in Risk Crisis and Disaster Management from the University of Leicester, professional certification from Disaster Recovery Institute International (DRI) and Business Continuity Institute (BCI) and the Federal Emergency Management Agency (FEMA). Diplomas in Security Administration and Management, Project Management and certificate training in Maritime Port and Harbour Security Management, Advance Horizon Scanning, Intelligence Analysis, Strategic Analysis and Serious and Organized Crime Threat Assessments, Critical Incident Command and is a member of the International Association of Crime Analysts.

He retired from the Trinidad and Tobago Defence Force after serving 22 years and is currently enlisted in the Trinidad and Tobago Defence Force Reserves. Captain Wint has extensive experience in Operation Management, Emergency Operations Centre Management, Disaster Risk Management, Business Continuity, and Exercise Planning and Evaluation. He held the positions of Officer in Charge, Operations Manager and Relief Officer at the Office of Disaster Preparedness and Management (ODPM), Trinidad and Tobago before joining CARICOM IMPACS. He lectures at the Arthur Lok Jack Graduate School of Business, Professional Program in Enterprise Risk Management,

Captain Wint is married and has one son and enjoys hiking, swimming and running.
