Mr. Rufus Ferdinand joined CARICOM Implementation Agency for Crime and Security on February 14, 2007. He was appointed Deputy Director/Deputy Chief Operations Officer of the Joint Regional Communications Centre (JRCC), a sub-agency of CARICOM Implementation Agency for Crime & Security (IMPACS) on October 1, 2010. In this role, he assists Chief Operations Officer of the JRCC in the daily operations and management of the Centre and oversees a wide range of operational and administrative functions. From the commencement of the JRCC’s operations, Mr. Ferdinand has been involved in the successful implementation of CARICOM Crime and Security Agenda by ensuring that the Agency’s mandates, goals and objectives are achieved.

Over the years, he has been instrumental in the formulation of several operational protocols, procedures and guidelines and continues to liaise with law enforcement agencies, security experts and key stakeholders both at the Regional and International level on crime and security issues and matters of mutual interest. Mr. Ferdinand has over twenty-seven (27) years law enforcement experience and during which time he has pursued several academic and professional training programmes.

He holds a Bachelor of Arts Degree in Business Administration and Management from the University of Lincolnshire and Humberside, a Bachelor of Laws (LLB) Degree from the University of Huddersfield and a Master of Laws (LL.M) Degree in Corporate and Commercial Law from the University of the West Indies, Cave Hill Campus.
